Daniel Speedy has obtained millions of dollars of tax payer grant money from various government sources such as the Ohio Department of Natural Resources and Ohio Department of Transportation. First, Dan applys for a grant and pays himself through Speedy Logistics for writing the grant. Most grants Dan obtains involves improvement of land. This is why Dan has purchased thousands of acres of wetlands under the name of the Guernsey County Community Development Corporation (CDC).
Dan does not publically bid the improvement work out as required by law. Instead he automatically gives the work to himself under the name of Monster Management. This is the entity Dan has the equipment under such as dozers, backhoes, etc.. Then, the County Commissioners saw to it that Dan had free labor to run that equipment by securing an unlawful public contract with the Department of Jobs and Family Services which provides Dan with second chance kids in that program to do all his labor.
Dan gets the grant, payshimself for writing the grant, Dan does the work, and pays himself for doing the work with free labor. The problem with all this is that it is illegal!
