If you have not read about how Dan gets his grants and what he does with those grants, it would be a good idea to read that page and then come back here.
Dan Speedy found out that there is millions of dollars in grant monies available through the Ohio Department of Natural Resources /parks and recreations/ for parks, bike trails etc.. Dan then came up with the idea to do a bike trail to tap into that money. Dan made a plan to bring in then County Commissioner Dave Gombeda, Current County Commissioner Steve Allen, Lore City Mayor Richard Carpenter, and Sharon Carpenter ( Lore City Mayor Richard Carpenter's wife ) into the Guernsey County Community Development Corporation (CDC). NOTE: the CDC was illegally reinstated and is not operating legally in the State of Ohio.
Then Dan Speedy started purchasing and acquiring deeds and right of way deeds for the railroad bed between Cambridge and Lore City. Once Dan acquired all these properties and right of ways, he placed them in the name of the CDC. This means that all those titles or deeds are fradulent and are reversible.
Dan then applied for a grant with the Ohio Department of Natural Resources in the amount of $235,000.00 and was approved. Dan submitted to the ODNR that part of the grant was for preparing the railbed and the second part of the grant was for paving the railbed for the bike trail. Also, a portion was to purchase the property and right of ways which was already acquired.
Dan's plan was to have his monster management, with free labor consisting of second chance kids through the ODJFS ( an unlawful public contract by Steve Allen and Possibly Dave Gombeda), do the preparing and then bid the paving portion out pocketing most of the money. There was very little preparation that needed done. In fact Dan sold aggregate from the railbed and removed minor brush etc. from the railbed.
The ODNR surprisingly demanded that Dan have an attorney prepare and sign a Certificate of Authority verifying that Dan publically bidded EVERYTHING OUT. This was a problem because Dan only bidded the paving portion out to Parnell who allegedly won the bid with no oversight. Steve Allen, president of the CDC, who is also a County Commissioner therefore engaged in an unlawful public contract.
Dan then attempted to extort David Untied into signing a Certificate of Authority to turn in to the ODNR to receive the $235,000.00 using a lease dispute to do it. David Untied refused to do it and went to the Cambridge Police Department. Later, Dan had an attorney sign a Certificate of Authority verifying only the Parnell portion of the bidding which was $99,000.00. Dan then submitted that with a change of the scope of the grant monies to the ODNR on April 8, 2009. Dan identified the remaining $136,000.00 to be needed for purchasing, a little work, and matching grant money for the Ohio Department of Transportation. The ODNR released the monies to the CDC under the changed scope of the grant.
The Lore City Bike Trail was never intended for the good of the community, it was intended to illegally tap into grant money and spread the wealth among all those participating in the scam.
