There were two different contracts that County Commissioner Steve Allen and Former County Commissioners
Dave Gombeda engaged in unlawfully.

  1. Contract approved by the Guernsey County Commissioners for the Ohio Department of Jobs and Family
Services to Contract with the Guernsey County Community Development Coporation to provide labor reimbursement for the CDC utilizing kids from the second chance program. The County Commissioners could not do this because they were Executive Directors of the CDC! IT IS A CONFLICT OF INTERESTS.

2. Contract approved with Parnell to pave the Lore City Bike Trail. County Commissioner Steve Allen was an Executive Director of the CDC when this contract was approved between Parnell and the CDC. This is engaging in an unlawful public contract!
